Major Function: 

Under general supervision, the HR Technician will be responsible for performing a variety of duties in support of Human Resource functions.  Duties include reviewing documents for compliance with established Human Resource guidelines; applying electronic personnel action forms (EPAFs) to system; maintaining  accurate  and timely data into the Human Resource Information System; researching problems;  rules, policies and procedures and explaining to staff and potential employees;  responding to requests for information; reviewing, developing, and maintaining  accurate  and timely data, records, and correspondence; collecting, analyzing, and compiling information; assisting with training on related topics; maintaining and ensuring confidential environment at all times; maintaining compliance with federal and state regulations and university policy; assisting with meeting program goals and objectives; providing customer service; and performing related work contributing to team efforts.

Provide support in job classification and employee compensation by:                                    40%                      E             

         Reviewing assigned job descriptions for completeness, clarity, and compliance with University policies/procedures, Fair Labor Standards Act (FLSA) and the Americans with Disabilities Act (ADA), as well as other employment and anti-discrimination laws.

         Making recommendations regarding job title, classification, and minimum qualifications for essential & marginal job functions.

         Researching, collecting and providing current results-oriented job descriptions and other position information on request.

         Assisting departments to identify position duties/responsibilities and evaluating assigned positions using current system of evaluation.

         Researching, compiling, and analyzing job analysis data for reclassifications, reassignments, etc.; making recommendations.

         Processing requests for supervisor set up; assisting in Position Control (PCN) maintenance. 

         Utilizing the HR Banner system for data research and job title data integrity to include reviewing Electronic Personnel Action Forms (EPAFs) for title accuracy.

         Researching, compiling, and reporting compensation data for participating in compensation surveys for comparative purposes and state and federal employment reports and other related documentation.

         Assist in the research of internal and external market salary data, position benchmarks, and compensation.

         Explaining, interpreting, and applying rules, policies, and procedures.

 

Provide support in Human Resources Information Systems by:                                                     40%                    E 

         Reviewing and applying electronic personnel action forms (EPAFs) in compliance with established deadlines.

         Testing of HR forms prior to quarterly Banner upgrades.

         Researching and making corrections as necessary to employee job records in the HRIS.

         Consulting with and advising management/supervisors/HRIS users on appropriate entry.

         Coordinating with other HR team units for proper application of EPAFs.

         Monitoring and evaluating compliance with University and applicable federal, state, and agency laws, rules, policies and procedures.

         Following up proactively on personnel actions to ensure accurate application and necessary documentation.

 

Provide general HR support by:                                                                                                                    10%                    E

         Providing support as needed in HR functional areas.  

         Coordinating and implementing projects; monitoring project progress and deadlines.

         Developing and preparing memos, letters, presentations, and other documents.

         Respond to information requests in timely manner by email, in-person, or by telephone.

         Maintaining an accurate case management and tracking system for HR records and consultations.

         Researching, analyzing, and compiling information/data for reports.

         Creating procedural structures to ensure efficient, productive workflow and support systems.

         Researching websites, laws, and University procedures, policies and business processes as needed.

         Cross training with and assisting team members.

         Maintaining accurate and confidential files.

 

Contribute to team effort by:                                                                                                                        5%                                                                                            

         Maintaining knowledge on current developments, practices, and laws in human resources.

         Complete special assignments and/or projects as required.

         Directing work-study student(s) or temporary help.

         Participating in cross-functional teams and committees as appropriate.

         Performing other duties as assigned.

 

MINIMUM QUALIFICATIONS:  

Experience in interpreting, applying and explaining complex information such as regulations, policies or laws; researching a variety of sources to identify and resolve problems or issues; using a computer to enter and retrieve complex information; working with diverse individuals from varying cultural and socio-economic backgrounds at all organizational levels.

 

Demonstrated ability to gather, compile, and review accurate data; setting priorities and meeting deadlines with frequent interruptions; maintain confidentiality of sensitive material; and work effectively independently and in a team.

 

Some knowledge of federal and/or state employment laws and regulations.

 

ADDITIONAL DESIRABLE QUALIFICATIONS:

         Bachelorís degree in Human Resources, Business, Communications, or other related field.

         Knowledge of job analysis methods and/or job classification concepts.      

         Knowledge of higher education or state government personnel policies and procedures.

         Experience with HR Banner.

         Demonstrated ability to learn and navigate computer-based programs proficiently.

         Strong organizational skills.

         Strong verbal and written skills.
